A Blueprint for the
Country We Can Be
Democracy 2028 is a grassroots, evidence-based policy framework for strengthening American democracy and governance — written in public, open to all, grounded in facts.
Why This Exists
American democracy faces challenges that demand more than opposition — they require an affirmative vision. Democracy 2028 provides that vision: a comprehensive, chapter-by-chapter blueprint covering every federal agency and major policy area, modeled on the scope of major policy frameworks but grounded in democratic values, empirical evidence, and constructive governance.
This is not a partisan document. It draws on research and principles from across the political spectrum. The frame is "good governance and democratic accountability" — not left versus right. Where evidence supports conservative approaches, we say so. Where it doesn't, we say that too.
Every chapter is open-source under CC BY-SA 4.0. Every claim has a source. Every recommendation is specific and actionable. This is a living document — built in public, improved by many.
Core Principles
Seven commitments that run through every chapter of the framework.
Democratic Accountability
Government must answer to the people it serves — through elections, oversight, and the rule of law.
Rule of Law & Constitutionalism
No person or office is above the law. Constitutional guardrails are features, not obstacles.
Evidence-Based Policy
Good governance is grounded in data, research, and honest reckoning with what works.
Transparency & Anti-Corruption
Public office is a public trust. Corruption erodes the foundation of every other institution.
Rights & Liberties for All
Constitutional rights apply to every person. Protecting minorities is not optional in a democracy.
Competent, Effective Government
Government that works is not an accident. It requires expertise, investment, and accountability.
Future-Readiness
Technology, climate, and global change require governance that looks beyond the next election cycle.

How This Is Different
Every word is public. Anyone can suggest edits, flag errors, or contribute chapters via GitHub.
Every factual claim has a citation. We prefer peer-reviewed research and government data over ideology.
We don't just critique — we propose specific, actionable alternatives grounded in what works.
We acknowledge trade-offs honestly. Good policy doesn't pretend hard questions are easy.
